I feel it is really hard to classify books based on reader' s age. Often, the age groups overlap the set boundaries when classifying. A grade school kid can enjoy the same book, which he read as a toddler. A preschooler with advanced understanding, can grasp the stories for a grade school kid.
My elder son enjoyed the 'A to Z' book by Sandra Boynton when he was a toddler and still he loves it. 'The Mommy Book' by Todd Parr is another perfect example, which beats age classification.
As I review, I have added the book into respective age group, depending on my children's preference. Also, some books belong in two categories of age group, as both group kids can enjoy it.
